I asked Grok, and here was the reply:

eBay has introduced high-risk policies for certain countries to enhance safety and trust within its marketplace, addressing specific challenges related to fraud, non-delivery, and regulatory compliance. These policies, such as restrictions on listing items in high-risk categories, often apply to sellers in countries identified as having higher incidences of issues like unreliable shipping, counterfeit goods, or difficulties in enforcing buyer and seller protections. The goal is to protect buyers from potential risks, such as not receiving items or receiving fraudulent products, while maintaining a fair and secure trading environment.
For instance, starting December 10, 2024, eBay implemented a policy restricting sellers in certain countries—such as Argentina, Brazil, Pakistan, and Turkey, among others—from listing in high-risk categories unless they meet specific performance criteria or are pre-approved. This decision likely stems from data showing elevated risks in these regions, possibly due to logistical challenges, weaker local regulations, or higher fraud rates. By limiting access to categories prone to abuse (e.g., electronics or luxury goods), eBay aims to reduce disputes and improve the overall customer experience.
Additionally, these policies align with eBay’s broader efforts to comply with international trade laws and mitigate risks tied to cross-border transactions, such as customs issues or intellectual property violations. Countries with less robust infrastructure or legal frameworks may pose greater challenges for ensuring smooth transactions, prompting eBay to impose stricter controls. Sellers with a strong track record can often bypass these restrictions, suggesting the focus is on filtering out unreliable actors rather than blanket geographic bans. This approach balances risk management with the need to support legitimate sellers globally.
