Psybord try to put a pot connected on the 2 blank holes beside your delay trimmer or solder a wire to short it...i think your problem is that.
And since i never been tried using Silkscreen board i have no idea if those empty holes in your picture which should be shorted are have connection already..just check those neccesary holes to be shorted first if it is connected.Comment

I check all resistor what you remarked, all good.

All empty holes are already shorted.
I change the ne5543 today. No change of behavior.

Do you see voltage change at output of Lf412 with metal in coil ?

Check buzzer. Output A is 4.82V. Output B is 1.46V constant.Comment

I check buzzer and polarity is good. I tried it today new LF412 and 7660s. Still nothing. Tomorrow I will try a new 40106.
If it does not work after the new 40106 I will all unsolder and start from scratch.Comment
