So I did have audible noise from the coil at one point. I could hear it humming and a wire came loose from the battery and something shorted. I have replaced all ic and did not fix the issue.

First check all the traces on the board for burnt one. Remove all the ic's. Check first the protection diode D3 and the trace to it. If it is ok than start checking the power +5, -5 voltages and 7660/7805/7905. In other words go back to the instruction manual for building the power supply.If power is ok then continue by the steps in the manual.

i think this is old story... we again meet same problem with 7660.
so i just repeating where to seek a bug.
You need be aware that there are two versions of 7660 - the 7660 and the 7660A.
7660 performs supply voltage conversions from positive to negative for
input range of +1.5V to +10V, and 7660A has an input range of +1.5V to +12V.
The maximum supply voltages are also:
7660 = +10V
7660A = +12V
7660C = +10V
7660S = +12V
LT1054 = +15V best choice
