I do not see in any datasheet ucc27321 with four legs. Either DIP8 or SMD8 8 pin.

after a failed first attempt I decided to make the plate again
In this second untill ..... the ICL7660 is heated after connecting the battery
For more than reviewing everything I am not able to know the reason

top right next to 7660 it appears that the resistor is shorting to the link ? maybe just the camera angle though?

those they make are not fake. we say about fake micros. just micros. ne5534 lf357 AD744 AD845 LT1122 OP42 etc

As explained in the Geotech Baracuda REV-A Build Document, one of the design issues is that the voltage converter IC lets out the magic smoke.
Also, note that the ICL7660S has a maximum input voltage of 12V.
