I cannot find 74hc221 but find HD74221 and 74LS221.
can use ?

The 74LS221 won't work. I could not find anything on the HD74221... if it is CMOS-compatible it should work. If it has TTL-compatible I/O it won't work.

Datasheetarchive.com says an HD74221 is a Hatachi dual monostable multivibirator.
