IC 5 cmos/ttl

hi everyone i read car-nc hammerhead article. there are wrote ic 5 shoud be cmos verssion better. if you don't have cmos. you can use TTL. but need to a resister ic 5 pin no. 3 to ground.what's value will be fit of resister.any body use this. .......rajesh
