Minipulse plus Rev-D STEP 2 - + 5V and +10V - any clues what I've done wrong?

Wanted to ask about step 2 Minipulse plus Rev-D - I get +5v between U8 pin4 (-ve) and TP2 (+ve multi meter) without the chip U2 in and +10v with the chip in. According to the instructions it should be +5v. Any suggestions what I done wrong? - I've checked all components are correct, in the right way round and checked their values before placing them (chips aside - no oscilloscope)

I'm very much a starter - having failed to get a Surf PI to work, i thought to ask before carrying on.

The problem is that you should be measuring all voltages with respect to TP10 (which is the 0V reference). It does actually say this in Step 1.
You are currently reading 10V because you're connecting between the +5V and -5V supplies.

-VE multimeter ..to TP10, with the U4 and U2 in, make you measurements again.
