MPP Rev E, Step 2 problem

As the title describes i am unable to get a 5v+ reading from tp7, I'm actually getting nothing at all. I am measuring like this-positive lead at Tp7 Negative lead at TP5 also U9 (lt5054) is getting very hot.

I have replaced u6 (78l05) and U9 with same results. ive checked all solder joints and that all components are in order, all seems good. is there something I am not seeing,

Only thing I can see is the top solder joints are cold on u6,q4,and u5. Looks like the leads did not accept solder well.
Check your diods as well Hard to tell but in the image when I enlarge they look like the glass is cracked. That maybe just lighting .
Double check your components if everything is right again then one of the components may be bad.
