Can we power the TGSL with 12-15V 10 Amp?

The current consumption is a function of the circuit.
A power supply rated @10A is not necessary.
I don't know exactly how much current the TGSL consumes when at full blast. But it surely would be in the milliamps range.
You can use power supply rated at 100amps if you so desire, the circuit will only take what it needs.

Ampere/hours is a different matter having to do with battery life.

Some power supplies will not work unless properly loaded, but that's an entirely different matter.
