Stuart 2 Questions

I have few questions about the Stuart 2.

1. Does anyone have and operational Stuart 2 and can measure the operating frequency?

2. What is the Pulse width at pin 6 & 9?

3. I am using the PIC16F84A-04/P and everything looks ok except the change of pulse width, the PIC never stores the changes.
Has anyone encountered this problem?

P.S. I have never been able to get the plain PIC16F84 to work at all.
