It's likely to be polypropylene, which is a cousin of PTFE, and is noticeably slippery. And it's very difficult to bond. There are specialist polypropylene adhesives, most are expensive. Some are two-part, some require surface preparation with an activator, then the main adhesive is applied. It's best avoided as a construction plastic.
