What must happen for this coil of wire diameter and number of turn?
coil diameter: 48 inches (1x1 meters)
L: 290 uH
R: 0.60 ohms wire diameter:? turn:?

Huh?
You said 1m or 48" but that's wrong.
1m x 1m or 39.4"x 39.4" is more reasonable.
If you want 1m square you would be looking at something like 8t, either 1.1mm, 1.06mm, 17.5AWG or 19BWG wire.
The final inductance (and R) will depend on how thick the insulation is and how tightly the turns are pulled together.
edit: If you wanted 48" x 48" (1.22 m square) then you would need 7t to get you in the ballpark.
