I use gerbv -> https://sourceforge.net/projects/ger...v/gerbv-2.6.1/
This is a free native Linux program, but there is an experimental Windows version that appears to work fine.

For Windows, you could also use GerberLogix -> http://www.easylogix.de/products_detail.php?prog_id=1
