I have found a .lay files for flc 100 and compare schematic and lay files. Its not same. Can someone has this correct scmeatic or .lay file ?

Your schematic file and layout file are the same
Just connect the ref to the positive of left 22uf capacitor

Looks like a simple dual channel CMOS op-amp.
Should be quite a few op-amps with similar specs. Maybe even the TL082 would work.
Check pin outs and specs.
