I like the idea of the toroid shape, and perhaps instead of trying to glue
end"washers" on to a sawn pipe, you could have a rubber ( or suitable
material) O-ring squeezed between the large and small tubes at each end, as
per diagram ( its only 2 Kb )
The bottom one could be inserted and sealed first, the cavity between the
tubes filled with water ( or whatever ) to the brim, and the top ring pushed
in with a piece of wire between the ring and the outer tube, to allow
displaced liquid to escape. The wire could then be withdrawn and the top
sealed.
