Newbie with question about Surfmaster mod

I have searched a bit and not found the answer to this question: Does anybody have the information as to how Mr. Bill modded the White's Surfmaster series to lower the Pulse Delay? Is an oscilloscope required? If I have missed the thread, please direct me to its location. Thanks.
