Thanks for the waterproof housing suggestions. I will see if I can get those type of fittings here in Australia.

Sorry to hear you are having difficulties with your board.
The only suggestions I can make are to try cleaning the copper side down thoroughly with alcohol to remove any leakage between tracks and to check signals with an oscilloscope if you have one.
