To charge a battery, you need a higher voltage than the nominal voltage of the battery.
For lead acid batteries of 12 volts, you need a charger that delivers 16 volts or more.
Then, an electronic circuit or a series resistance, regulating the charging current, usually 10% of the battery capacity.
A lead acid battery of 12 volts, can reach 13.6 to 13.8V when fully loaded.
Power PC, delivered 12,5 volts, thus not useful for this application.

I look the scematic of EXTRA_PIC. I was made this and use with an original PC serial port. With USB-Seriel adapter don't work!!!!! (this adapter not take an +5 and +12,5 volt)
