1. Look for a short circuit between the paths on the board.
2. Look for a faulty element that can short-circuit.
The two LEDs indicate the presence of power and the voltage drops below the allowable minimum.
The second diode lights when the voltage drops. With a correct power supply, it can only light up when the circuit board is short-circuited.

I have just finished to build the Delta Pulse2 unfortunately it did't work there's no sound i have only green led lighted .all componenets are tested .please can any one help me to find what would be the problem ?thank you in advance.

your pcb is turkish layout. you have to ask turkish just cause this type of board is unknown for me.
check signals in all test points, for first step.
