You programm microcontroller with firmware? Check voltages (like on schematic). As beeping detector? (sound i use for show errors in pcb)

i using hex file version PinPoint683v5f.hex
my ragulator im using LM317L is that have problem

This .hex for PIC12F683 only. In PIC12F675 or PIC12F629 this firmware not work
