                  the problem is through my mobile i cannot upload photos.. just post your board so that i can see if they are connected in wrong way and i can give guide.

                    100pF condensers are moved to soldering side on pcb, cause they are too big.

                      Your pot and disk connection is wrong.. pull out the black wire of the disk switch and the red wire of your 100k disk pot and switch them because put them in exchange position..

                      And one thing cdi be sure that those four wire of rx and tx are doesnt have short to each other..because what i see in your photos near the connection of those wire in the board are not insulated..try to insulate them.

                          Pot and disk connection fixed, but problem is still same... Calling ivconic to help.

                            Check the supply voltages of U100 and U106, and see what IC you put as U107. If you replaced LM358 with TL082, change it back! TL082 suffers from phase reversal when input voltages are far apart, and can not be used as a comparator. Unfortunately the comparators U106 in TGSL when their output is low do precisely that - they clamp the input of LM358 (or if you made a mistake here a TL082) to -5V. LM358 can handle it, and TL082 can't.
