Is the circuit correct question is capacitor c2-and c4 parts list c4 is an electrolytic what is correct capacitor 0.1 connected to c3 and c4?

I don't understand your question. The parts list looks correct.

build this project about 20 years ago...and from what i remember i put a variable capacitor in parallel with c4...and fed the transmitter with 18 volts
