I only redraw schematic. Question about circuit is better for the one who put it.
My observation is that it implements a rail splitter circuit by means of a 741 opamp. Such a circuit is used to make a split supply (positive and negative rail voltages) from a single supply.
The ground seen in the schematic is commonly referred to as a virtual ground and in this case it sits at 0 volts.
