I know I'm not Carl but you sent me a visitor's message that I only found by accident. I got no notification but found your message by accident.

You can try one of the circuits in the Intersil ICL8038 datasheet. Just be aware that the circuits on that datasheet are mostly designed around a split power supply (+V/-V) and so you may have difficulty with your single ended +18V.
