The circuit "ground" is the output of the 7812. That's the cold end of the coil and where the receiver input is referenced.

Without some sort of level shifting (as in Deltapulse) the amplifiers need to have +/- 5V centered about ground. Am I correct so far?

For the LM317 to make another +5V on top of ground, it will need to output +17V referenced to the battery negative terminal. That seems highly unlikely with the +18V battery input, even with a fresh battery.

And what would happen to the +5V supply if the battery dropped to +16V?

                        The correct drawing

Alexis, recently you began to manifest haste and negligence. Unlike the excellent circuit diagrans that you have posted so far, the circuit in your posting # 1 has several shortcomings:
                        A. No such symbol GND in the circuit diagram.
                        B. Missing fifth rail B+ feeding TX end stage.
                        C. The circuit should be powered after switch S1.
                        D. Misleading voltage +12V instead 0V.
                        E. Misleading symbol COM instead IN
                        F. Missing rail name -12V.
I took the liberty to correct your circuit because with advancing years I began to become a perfectionist (but also to make more mistakes:-).

                          Hello Mike,
Thank you for revision of the schematic (because it wasnot mine) ,
I did not put the word GND in the schematic because the symbol I for me say GND
and the TX voltage is obvious but it is good to write like you say
For the regul 7905 i put the number wright for input , output and com this is important
for the student who make this power supply ,it work at the first time if he respect all the input output and com of each regulator....
my reaction post is because people say this PS did not work .
                          thank you again
                          alexis.
