                    Silver

you can test gnd on pin 3 using your voltmeter in continuity setting

                    http://www.firehow.com/200912125665/...a-circuit.html

one lead on any gnd part of pcb, maybe battery negative, the other onto pin3, you should get a sound or display will show zero

You should use your schematic and test each connection

If you end up placing a parts order you might think of just replacing all the ceramic caps with mylar film ones. Much more stable over temperature and preferred. Where are you located that you can't order parts easily?
I thought from earlier posts that the 7660 was working as you had like 11V in and -9V out back then (thought 5V regulator was bad).
                        Try Digikey for parts.

You might want to check out www.taydaelectronics.com for some of your parts.
They have good prices and I get my stuff packed well and delivered in a week.
I just got a big collection of mylar caps I hope to use for my metal detector projects.

So Digikey is out but Tayda is in Thailand.
My shipments come from the US though so I don't know how it would work for you.
Ebay has a ton of sources from HongKong etc. though.
                                What are your ordering restrictions?
Another thing, looking through forum entries regarding your board there was a problem with suggested orientation of a transistor - I think it was Q6. Did you get that right?
