just built the kit powered uo set offset to 0volts no sound but by accident if i touch the regulator i can hear a faint tone any help would be good thanks

You cannot just guess what's wrong and hope to find the fault that way. You must logically debug the problem, starting with the power supply, then the transmitter, and moving along the receiver stages before finally checking the audio circuit. If you don't own an oscilloscope, then I strongly suggest that you borrow one from a friend. Otherwise you will find this a very frustrating experience.

thats not helping much i do not have access to a scope why do things never go straight forward ive double checked all components all in the right place all soldered it seams like iam getting transmit but not recive the delay dont do anything volume only works right at the end and tune dont do anything so its a major fail !!! any ideas ????

Without a scope you are going to find this extremely difficult to debug, and clearly you are already finding this a frustrating experience.
Start from the beginning:
Do the power supply voltages measure OK?

Secondly, the regulator (U5) should have 11.48V at the input (pin 3), 0V on pin 2, and 5V at the output (pin 1). This is referring to the circuit diagram on Silverdog's website. Forget about R12, R13 and R14 for the moment. They're noting to do with the power supply. It looks to me like the regulator is either faulty, or you have it inserted incorrectly.
