how do you accurately resize images like this ?, for direct printing?

By using graphic application with dimension ruler on top and side.
Even with MS Word this is possible.
Insert PCB drawing in document and resize it to suit dimensions on ruler.
Then you can make test print and check inter-hole dimensions with real IC (here NE555).

Download Libre Office, its free and open like Linux , Far better than Microsoft

I Use "ACDSee", to Resize Pictures.
"Paint Shop Pro" or "Ipplus" will also Resize Pictures.

If there is a Problem in Making this PCB, I can Supply it.

try to put PCB in some paper (from promo par example) then declare it as "printed matter", should be in transparent envelope. In someway PCB is printed matter.

Problem IS: If they do Detect it, than all Future parcels sent from me Become Suspicious.
I Don't need the Hastle from Customs.
