If I am measuring the Rx signal against the Tx, what sort of phase angle should I see?
If it is wrong, what is the best way to adjust it, assuming sealed coils?
    (VLF coils, DD and concentric)

    Thanks

Assuming you are connected directly to a coil with a high impedance scope probe, and there is no tank capacitor, in such case you should observe a voltage almost in phase (or reversed) against the Tx voltage. In case of a good balance it should be below 1mV. Now, If you approach such a coil with some material other than ferrite, you should observe a phase shift related to a target material.
Ferrite response is very near in-phase, and therefore a piece of ferrite is used with normal coils together with a capacitor,as there the phase is shifted, and a ferrite establishes the angle influenced by a capacitor. All other angles would be shifted by that same amount.
