I understand your frustration, without manual service is really difficult to repair, maybe the fault is in the secondary branch of the power supply!
A short diodes or downstream of them could block the normal functioning of the regulator uc3842.

ive sent a email to the metrix oscilloscope company in france asking for a circuit diagram and schematic for this scope...just hope they understand english !!!!
