What to use if you have to detect underground if prediction depth is 14-17 m also is it possible to know in advance what is buried before digging conductive or not conductive target

Are you looking for oil?
Perhaps you should try some bore-equipment.

Electronically seen high sensitive magnetometers should work if the
surface is free of rusty iron trash and the ground not too mineralized.
Of course only if the treasure is inside a huge iron box or other ferro-magnetical metal is nearby.

Perhaps also a special detector works where you can place the receiver and tranmitter coils
50m away from each other and afterwards you may get some "metal object in the middle"-signal.
This also works with non-magnetical finds but I guess the treasure has be really huge!

If you wanna know if something is buried inside a 20m huge hill perhaps the best bet is to
dig a trench into the middle with an excavator or blow it up with dynamite - that way Schliemann
got his "Troyan"-treasure in Turkey.
