Mini Pulse Rev. D NOISEY

Just finished building the MP Rev. D, all steps checked out with multimeter , reguardless of my adjustments I get a steady sound , Even with the coil removed, I checked for shorts and polarity, cannot figure it out, Has anybody corrected this kind or issue ??????? I would appreciate any help.
