Or fish stunner. Highly illegal and quite dangerous. Years ago I made one from a 12v relay wired so contacts vibrated, acting like a set of contact points, to drive a car coil. My plan was to run an thick insulated wire to the anchor (cathode), and dangle the anode in the water. The fish spasm and ultimately "flap" to the cathode. But because my boat was aluminium I was loathe to electrocute and drown myself. It can be done, but not my crude way, and is used by research authorities for fish census' .
