      You drilled holes and installed LED's on front panel BEFORE even testing the circuit? Nice move.
      Anyway, looking at your PCB, your R10 looks to be in the wrong place. You R10 connected between pin 2 of CD4054 and -4V. On the schematic, there is no resistor connected between pin 2 of CD4054 and -4V.
      R10 (100K) is shown on schematic connected between pin 5 of the CD4070 chip and +4V. No wonder the thing doesn't work.
      Your R10 looks to be just a jumper, as the marking on it says "0", which I think is just a jumper. So no problem there. But where is the 100K resistor between CD4070 pin 5 and +4V????? Is it under the surface mount chip????? Not likely.
      As best as I can tell, you are missing the 100K resistor from pin 5 to +4V.
      Next I want to ask, can you share the layout?
