Hi, I build the magnum, but in the output of IC3 is 11.2 V, Anybody know if this is normal? in the text says " output of IC3 is 5.6 V"

What is correct?

The text should read...IC3 (not IC2) output swings rail to rail but should average 5.6v.

You may have a fault that has caused IC3 to latch up to the top rail. Check the text suggestions and the circuit.
You must ensure that the transmit circuit is working first or anything can happen.
