I want to know how program need to open sch and PCB files from Russian schematics.

Try with CircuitMaker 2000.

if you means file formats, SCH and PCB are of P-CAD. ciklon uses old version P-CAD 4.5, de facto it is still a standart programm for factories in xUSSR.
