Oh boy, I am going to get myself into a mess here.
They do 'approve stuff so to speak. Actually, you go get approved RF labs to run tests and The FCC files this away.
The RF labs (independent but FCC oked) are the ones that actually do the judgement so to speak. long story here.
But as far as metal detectors are concerned they are basically ignored, don't approve or disapprove.
But again I say if they determine, usually because of complaints, that you are a problem, then you have a problem. So it is kinda a function of what you can get away with. So to speak.
