so we can say if a company insist on finding cavity,it can not penetrate deep like PI.

I would guess that 2-box locators can detect a large cavity several feet deep. I suppose a PI could be designed to detect cavities.

can we say if soil mineral is low even this machines can not find cavity?

Yes, you need mineralization for this method.
