It seems that X channel is ok. In X Y mode both channels are the same, so you can compare DC voltages in different points of X channel with Y channel.

I could not get it to scan to kilo HZ. = I am able to observe 15 kHz, another one https://www.zeitnitz.eu/Scope_en

      oops Typing error,
X should be Y instead, and Y should be X instead

The schematic is blurry what are the correct printed voltages for the two points? A few volts difference is not a problem. Look for the horizontal sweep generator on the schematic. It will be a ramp generator that feeds or modulates the horizontal Amp.

R105, rotating it voltages on wiper and collector Q16 are changing ?
where is connected another end of R62 ?

are you rotating potentiometer on front panel, top right corner ?

                            Yes Q16
Yes top right button labeled Horizontal "position"

It looks like on emirrer you have -4V instead of +4V
and you have SWP switch in position 3 = x-y ?

Noticed the -4 so I check the diode coming into the transistor and it's okay.

Yes on SWP switch to x-y
Tried the switch both ways and still couldn't change the -4v
