By the look of your coil, it is not nearly as balanced as it should be. The overlap looks far too wide for a well balanced coil. As a result of poor balance, your preamp is saturated, so the subsequent circuitry picks the power supply fluctuations, and amplify them in a relaxation oscillation manner.
Fix your coil first. You must achieve below 100mV on preamp output to claim it balanced.
As I see your Tx coil is unshielded. Bad Idea. Foil shield drags a phase some 10° or so, but if both coils are shielded such drag is mutually compensated, and it makes sense to shield them both.
