In need of a PI scrambler

I am searching for a circuit to use on some of our mining claims that will render all PI's useless by inducing noise. Power is not a problem nor is hiding the units, just looking for better ideas to do so.

ye sure ocsillator pumping thru dirty linear amp
maybe around 10 - 20khz then u stuff up the vlf's as well
