depends... on what you need and what you get for 20eur! I mean you pay 20eur but got very poor quality instrument... I saw similar at my place that goes for 10-12eur some years ago but never bought one of these.
I have another similar too, with movable display... a friend gave to me (really I don't need it... and I think he didn't need too... so it's kind he wanna trash it but instead leave that pearl to me! friends !) : it has capacitance meter like the one you posted but I never use it, don't trust much its readings, expecially on capacitance meter: read a 1uF cap as 2.1uF... not so good!

I think you can spend something more and get better instrument or stay in the 10-15 eur range with an essential (few functions) but at least reliable one.I saw also at some mall near to me... today you can find some cheap & even branded (always made in china) one for very few at mall, not far from 20eur!
Many companies today make good stuff for cheap... sure you'll not buy a fluke with 40-50eur and even 100 but you'll sure find a good one; if you're on the budget find a small, essential one, average brand... like I told you above.
