could any one tell me how to change the TX frequency because
mine 16.6 khz and the pin12 of 4024 same which should be half amount
so please help

I think increase capacitor C2 a small amount to lower freq.

Do you have oscilloscope? Frequency meter maybe makes mistake on pin12?

Check 2N2222 (via from 2N2907 to pin1. on 4024).
