It's probably a voltage step up supply, it would be interesting to scope it's output and see how clean it is (isn't)

Agreed - it's most likely a boost (step-up) converter with a regulator on the output. I'm not sure if this would be good for rechargeables though, as a deep discharge can severely shorten the life of these batteries. However, it could be a good way of squeezing some extra hours out of a set of expensive Alkalines.
