No I think the Q dope will only hold the windings together and to a form that contacts all wires.
Inside a housing you need a glue to fill the volume and keep the entire coil from moving.

Hot melt stays too flexible so mostly epoxy or fiberglass resin is used. The resin is a lot cheaper
but will heat up while catalyzing so maybe too much for the wire insulation...
