I purchased a cheap LCR meter off ebay from the far east, I was all smiles when it arrived and I measured my homemade coils - 2 weeks later it packed up 
It was time to build my own
It didn't have to be military accurate, just cheap and easy to build
I finally decided on a design from an EPE magazine of 2004 - old but reliable !
I had a few boards made and put one together - worked first time !!
It has been very useful in winding some coils and as a bonus can measure capacitors, including electrolytic, it also does frequency, although I haven't used that yet
I have attached the magazine aricle and have some spares which I have added to my shop as part kits - www.silverdog.co.uk
The kits are everything including a pre-programmed pic but excluding the LCD, they are listed in the shop separately if you want one, I have not included sockets for the frequency measurement as I wasn't sure what to use and i was really only building this for inductance measurement. The 1% caps recommended I couldn't find so just used normal and it seems ok
