Coil shell glue???

Hi all,
I have a coil shell from Hayes. Instead of using MEK and scrap plastic to make a paste, is there a better glue to use that would be permanent, seal, and be water proof?

Dupont makes a cement, the smell of which reminds me of the old plastic model cement, which I think was made specifically for styrene plastic. The Dupont stuff is more general-purpose, so it might do well. Put a dab on a piece of scrap, and see if it dissolves into the plastic. I would try it, but I'm on the road.
