Typically done with Doppler Velocity Logs, such as RDI sells.

Higher end systems will use gyros as well (accuracy goes up along with cost).
If you want to use a global coordinate system you also need a good initial fix. This means good WAAS/DGPS/GPS.

There are also underwater short/long baseline systems - kinda work like RDFs + RF beacons in nautical nav.
